I asked Miller if this conflicted. with the Committee schedule and he indicated it did not. 39. LIAISON Received a call from Loch Johnson, House Permanent Select Committee on Intelligence staff, who said Mike O'Neil, of the staff, had been in touch with Robert Keuch at the Department of Justice regarding the Agency's request to Justice far views on the release of'an Agency document to the Committee which. pertainedl . I told Johnson that Legislative Counsel, letter to Justice on this had been addressed to Benjamin Civiletti, Assistant Attorney General, DOJ, but that I would call Mr. Keuch in hopes that he would be able to expedite a Justice Department response. 40. LIAISON Called Ed Schallert, Legislative Assistant to Representative Les Aspin (D. , Wis. ). We agreed to 7 February at 2-:?0 p. mi. on the Hill for NFAC,' briefing of Mr. Aspin on SALT II verification capabilities and problems. 25X1 25X1 25X1 41. LIAISON Received a call from Diane LaVoy, House Permanent Select Committee on Intelligence staff, and at her request and after numerous phone calls, I set up the following interviews 25X1 for her: 2 February, 9:00 a. m. with IC Staff, regarding 25X1 strategic warning and indications; 7 February, 1:30 p.m. with Chief, CIA Operations Center, for an intensive tour of the Operations Center; and 7 February, 3:30 p. m. with IC Staff, regarding strategic 25X1 warning and indications. 42. LIAISON Received a call from Mike Epstein, Senate Select Committee on Intelligence staff, who gave me the names. of seven former Agency employees whose testimony before the Church Committee has been requested by the House Select Committee on Assassinations. Epstein indicated the Committee's inclination was to show the testimony to the Assassinations Committee, however the Select Committee would listen to our views on this. LIAISON Suzanne Cavanaugh, from Congressional Research Service, called with a request for a list of all U. S. Government, agencies which deal with terrorism. She had a requirement from. Senator Abrahaxn Ribicoff (D. , Conn.) to pull together a package by 3 February on manning and budget charts of the entire USG effort against terrorism. I warned her that most probably I would not be very helpful and, after checking with PCS/Terrorism, I the USG agencies involved. from 1600 to 1720 hours. The subjects for briefing were: 24. The briefing was at the Confidential level. There were no outstanding questions. 2g, LIAISON Debbie Weatherly, of Representative Joseph M. McDade Is (.e Pa.) office, called. She said a District of Columbia businessman wanted to know if the Agency ever used American businessmen as private couriers overseas. I gave a negative reply. S. `L domestic positions. Miller said he thought Epstein and Senator William Hathaway (D., Maine) merely wanted to clear the record insofar as the lack of any involvement by Ambassador Carlucci in certain alleged political dealings in domestic agencies during his then Mike Epstein, both af.the Senate Select Committee on Intelligence. JOURNAL OFFICE OF LEGISLATIVE COUNSEL 1. LIAISON Talked with Bill Miller and testimony. 3. LIAISON Received a call from Mike Hershman, Deputy Staff Director, House International Relations Subcommittee on International Organizations (Fraser Subcommittee). He informed me that the Subcommittee had authorized the issuance of subpoenas on six persons, five of them present or former CIA employees and the sixth being Admiral Turner. The subpoena to Admiral Turner will relate to the production of certain documents. Hershman said that before the subpoenas are issued, Chairman Donald Fraser (D., Minn.) is to meet with the Attorney General to discuss the status of Justice Department inquiries and the Sub- committee leaks. Hershman is not optimistic that the matter will be resolved at the meeting, however, and urged the channels of communication between the Agency and himself, the Director and Chairman Fraser be kept open. He said they wanted to communicate as much as possible on this matter. I notified Tony Lapham, General Counsel, of my conversation with Hershman. He is to call the Justice Department to alert them, if they are not already aware of the Subcommittee's intentions regarding subpoenas. LIAISON Per her request, mailed "to Louise Hoppe, on the staff o the Senate Armed Services Committee, ten copies.of the unclassified publication, "A Dollar Cost Comparison of Soviet and U. S. Defense Activities, 1967-77. " 7.. LIAISON Forrest Frank, of the staff of the House International Relations Subcommittee on International Security and Scientific Affairs, called to request an Agency publication on Soviet and U. S. defense expenditures. He also asked for a paper on the Brazilian defense industry. After checking with NFAC/CSS, office we obtained for him- the Agency publics ion entitled, Dollar Cost Comparison of Soviet and U.'S. Defense Activities, 1967-77" but discovered that the best way to provide him with information on the Brazilian defense industry was to give him a briefing on the subject. Frank accepted this and said he would get back in touch with us to suggest a date and time for the briefing. The publication will be sent to him. 8. BRIEFING Accompanied NFAC/OR , to a briefing of Senator Dick Clark (D. , Iowa on t e c of Africa. Staffers Bruce van Voorst and Pauline Baker sat in on the briefing also. Senator Clark was extremely pleased with briefing and there were no follow-ups. 9. LIAISON/THIRD AGENCY Took a call from Blaine Porter, Korean Desk, Department of State, regarding House International Relations Subcommittee on International Organization request. for declassification of State Department documents containing CIA material. I told Porter that he was right not to take the Subcommittee staff's word that the Agency material had already been cleared by us. I I LIAISON Called Duggie Hatry, Clerk, Senate Select Committee on Intelligence, and asked the room number for the confirmation hearing for Ambassador Carlucci on 27 January. She advised it will be held in 6202 Dirksen Senate Office Building. 12. LIAISON Pat Butler, in the office of Senator Alan Cranston (D. , Calif. ), called and set 1 February at 5:15 p. m. for Ambassador Carlucci to meet the Senator. 13. LIAISON Per I I request I forwarded to Richard Giza, of the House Permanent Select Committee on Intelligence staff, documents on the Agency's ADP assets inventory. STAT STAT 14. LIAISON Met with Senator Charles Percy (R., Ill.) in his office regarding past Agency intercepts of his mail. I showed him the full text of the mail intercepts and left with him a sanitized version of four mail intercepts. 15.1 LEGISLATION Called Barbara Torrey, Office of Management and Budget, and she readily granted an extention until 25 October on our response to the Administration's draft proposal for cost-of-living adjustments for retirement programs. 16. 1 LEGISLATION Called Irving Jaffe, Office of the Deputy Assistant Attorney General, Civil Division, concerning a potential problem with proposed revision of Federal Tort Claims Act. Mr. Jaffe said that Justice was going to propose an amendment which would result in the Act's application to constitutionally tort committed overseas. In response to my request, Barron assured me that the material would only be reviewed by the Attorney General and himself and Benjamin R. Civiletti, Assistant Attorney General, and that iai keep5ng with our preferences he would seek to have the material returned to the Agency for safekeeping and further review by Department of Justice attorneys as required. O/SA/DO4 has been advised. 6. LIAISON Jim Gehrig, on the staff of the Senate Commerce, Science and Transportation Committee, called to have a fill-in on the COSMOS 954. STAT 7.1 BRIEFING Grenville Garside, Staff Director, Senate Energy and Natural Resources Committee, called to lay on a briefing on the PRC energy picture for himself and Dan Dreyfus, Deputy Staff Director, in preparation for their trip to China with Chairman Henry M. Jackson (D., Wash.). STAT 8. LIAISON Talked to Mike Kelly, in the Attorney General's office, further concerning the investigations by the House International Relations. LIAISON Received a call from Jack Brady, Chief of Staff, House International Relations Committee. Brady said some of the staff members of the Subcommittee on International Organizations (Fraser Subcommittee) had informed him that the Justice Department had completed its action on the Derwinski matter but that executive agencies (particularly CIA) were still unwilling to resume access by the Subcommittee staff to documents not previously examined or witnesses interviewed. I told Brady that our information was quite to the contrary and that as I had indicated to him several days ago, the Attorney General had advised the Director that the Fraser Subcommittee matter was still open. I also restated to Brady my hope that before the Subcommittee issued subpoenas for further, access to material and witnesses that Representative Donald Fraser (D., Minn.) or Chairman Clement Zablocki (D., Wis.) would discuss this matter further with the Attorney General. Brady thanked me for my assistance and said he would keep me informed. 25. I I LIAISON Talked with Stan Taylor, Senate Select Committee on Intelligence, about the progress being made by the Committee staff in investigating Ambassador Carlucci's background in connection with his. nomination to be DDCI. Taylor had confirmed that the Committee had received Ambassador Carlucci's nomination from the White House. He also asked me about the Detroit Free Press article alleging that Secretary of State Vance and Dr. Brzezinski, Assistant to the President for National Security Affairs, were unhappy with Admiral Turner and were trying to get rid of him. I told Taylor I was aware of the rumors because of the press article but told him I was aware of nothing specific on this. I did comment, however, that anyone who is placed in a difficult position such as Admiral Turner is bound to be the subject of criticism or unhappy reaction. 26. LIAISON Ambassador Carlucci met privately with Senator Richard Lugar (R., Ind.) on his courtesy call. 27. LEGISLATION Called John Elliff, Senate Select Committee on Intelligence staff, to ask about hearings scheduled for 24 January on S. 1566, the electronic surveillance legislation. Mr. Elliff said that the American Civil Liberities Union and Mortin Halperin were the scheduled witnesses, and Senator Birch Bayh (D. , Ind.) had a prepared statement.
