The committee would be composed of nine senators, three from appropriations, three from armed servi- ces and three from the Foreign Relations Committee." "Senator Eugene McCarthy felt that this new watchdog committee would help bridge the information gap." MCCARTHY: "I think there's no question but what the Congress is not being fully informed. I don't know about the select committee, the special committee which. a -- to which. the CIA does their report. Of course, when you say fully informed, you have to interpret that as meaning that it ought to be informed, to know the things that it ought to know. Usually, when ever you raise the question to the CIA, they say, '0h., you're going to be watching every agent. You're going to have a congressman following every CI Agent around the country. Around.'
