because of our responsibility, not only to make foreign policy
but to look back and see how foreign policy is made.

field of foreign policy for which the Executive in a sense
cannot, be held responsible. And over which.th.e Congress, in
particular the Senate, which has Constitutional responsibility
in the Field of foreign policy , and -is: utlable to exercise
those responsibilities.":
