Request for a S:ti IE on Implications / The State Department has urgent need for a Special National Intelligence Estimate on the implications of the various choices facing the US in responding to Jordan's request for the supply of certain major military items. I appreciate that the time is short, but. for it to be useful we should need to have the estimate acted on at USIB on Thursday, August 6. The scope of the desired estimate includes the following elements: 1. The United Arab Command (UAC) A. Prospects for the continued effective functioning of the Arab Summit group and the UAC. B. Jordan's actual degree of flexibility in dealing with the UAC. 1. How valid is Jordan's claim that it has no leeway in dealing with the UAC, in view of the fact that the UAC at present is offering Jordan only $7 million against an arms requirements list totaling approximately $100 million? II. Effect in the Arab States and Israel and on the US position in the area of the following alternative US responses: A. A total rejection of Jordan's request 13. Full compliance with the Jordanian request C. Partial compliance, such as the supply of a ground force package but not supersonic aircraft. III. Assessment of the political, economic, and military effects on Jordan of US compliance with all or part of its request, whether fully or partially paid for by the UAC. We have discussed the above details with (NE, and I believe your staff feels that this heavy burden can be borne.
