UAR National Policy Paper
I. This memorandum contains a recommendation for
approval by the Director in paragraph 4; a letter for his
signature is attached.
2. The UAU National Policy Paper (Basic attachment)
has been completed by an interagency working group in which
a senior DD/i officer participated, and is now ready for
review and approval at the departmental level. Salient
points of the paper are described in attachment A.
3. The Acting Chairman of the Beard of National
Estimates, and the Special Assistant to the I &T have r ,
viewed and approved this paper.

Estimates, further states that a SNIR on the VAR is not
called for at this time, since the subject was covered in
SNIE 36.1-64, dated 6 May 1964.
4. This final draft paper has been considerably re eed
to meet our objections to earlier drafts. Although we
continue to have a few reservations on specific points,
they in no way limit our agreement with the basic paper
as a whole. I therefore recommend that you approve the
paper by signing the attached memorandum, for transmittal
to the Chairman, Policy Planning Council.
