Approved For Release IMM IA-RDP81 M00980R000400070023-6 25X1 ADDENDUM TO JOURNAL OFFICE OF LEGISLATIVE COUNSEL Wednesday - 25 January 1978 LIAISON Peter McGough, GAO, called to say that ar es Wolff, who had a large role in the GAO report on Defense Reconnaissance /Intelligence Assets had been informed by DIA that his clearances would be withdrawn as of 31 January. McGough asked what I knew about it. I told him that when I found out about WolffWs clearances, I reported them to the Special Security Center who in turn ran them back to DIA. Since these clearances had apparently been granted on a,temporary basis over nine months ago, and since the study was now pretty we.completed, DIA was probably withdrawing the clearances as rapidly as possible. I told McGough that we had not requested the withdrawal. 2. I LIAISON Bruce Van Voorst, in the office of Senator Frank Church (D., Idaho), called requesting a briefing for the Senator on the Horn of Africa affairs. They want the briefing on Friday, 27 January at 2:40 p. m. I passed this to the Congressional Support Staff. 3.' 1 LIAISON Valerie Pantell, in the office of Representative Robert K. Dornan' (R., Calif.), called requesting an urgent briefing for the Congressman with someone from CIA familiar with Africa. The Congressman recently returned from Africa where he has talked with Ugandan refugees and has important information. This was passed to DDO. 4. LIAISON Called Tom Latimer, Staff Director, House Permanent Select Committee on Intelligence, and explained to him the problems we were having in obtaining the memoranda from William Sullivan, FBI, to Former Director Richard Helms, which he had requested in a 17 January letter to George Cary, Legislative Counsel. (Unclassified - DFM) LIAISON Received a call from Stan Taylor, Senate Select Committee on Intelligence staff, who said Senator Jake Garin. (R., Utah), in preparation for a planned trip to Geneva, would like a briefing from NFAC, on the SALT talks. This was set up. for 25 January at 8:00 at Headquarters. Later, however, Taylor called back to say because of health problems, Senator Garn had cancelled his trip to Geneva and the briefing. Taylor also asked me about a constituent of Senator Garn's, who had been rejected for employment with the Agency. is embittered by his rejection and is a arently discussing a suit against the Agency. In this connection, IIhas asked for another letter stating the reasons for his past rejection. 13, LIAISON Called Loch Johnson, I-louse Permanent Select Committee on Intelligence staff, regarding his request for a briefing by DDO, on the Agency media programs. We discussed his requirements and set the briefing for 26 January at 1:00 p.m. I also discussed with him Tom Latimer's, Staff Director of the Committee, request of 17 January for two memoranda, from FBI officer William. Sullivan to former Director Richard Helms. Johnson gave me additional background on the documents and I explained we were having trouble. locating them. 14. LIAISON Received a call from Don Sanders, Senate Select Committee on Intelligence staff, who had seen the Director's 28 November 1977 letter to Senator Daniel K. Inouye (D. , Hawaii), Chairman of the Committee, transmitting the new working agreement for State and CIA overseas. I agreed to discuss it with Sanders on my next visit to the Committee. Sanders asked specifically for the effective date of the instruction and for a new copy of the enclosure stating the Cormnittee's copy is difficult to read. 25X1 15. LIAISON Called Ed Levine, Senate Select Committee on Intelligence staff, to obtain clarification of his request for information on a specific covert action program. Levine elaborated on what he wanted. (See Memorandum for the Record.) -19.1 LIAISON Called Stan Taylor, Senate Select Committee on Intelligence staff, and arranged for Keith Raffel, Mike Epstein, Catherine Essoyan, also of the Committee staff, and himself to meet with DDCI-designee, Ambassador Frank Carlucci, at 2:00 p. m. I also escorted them to. the meeting and introduced them to Ambassador Carlucci. After the meeting, Taylor picked up from me a copy of Mr. Carlucci's financial statement. I told Taylor that the General Counsel had determined there was no conflict of interest regarding Mr. Carlucci's financial statement but that we would wait to deliver the letter stating this until the official nomination letter was sent to the. Congress from the White House. Taylor said that was fine. 20.1 LIAISON I called Martha MacDonald, Senate Select Committee on Intelligence staff, and arranged for Bill Miller, Staff Director, to have lunch with the Director on 17 January at 1:00 p. m. 21. LIAISON Called Norvill Jones, Senate Foreign Relations Committee Staff Director, in connection with the request of Keith Raffel, Senate Select Committee on Intelligence staff, to review the transcript of former Director Helms' testimony before the Committee on 5 May 1971. Jones said he would prefer to handle the distribution of the transcript and asked me to send it to him and he would take the matter up with Raffel. I agreed to send the transcript to him tomorrow and so informed Raffel. 22 LIAISON Received a call from Jeanne McNally, House Permanent Select Committee on Intelligence staff, who said Tom Latimer, Staff Director, was awaiting a graph he had been promised showing U. S., intelligence expenditures over several years. He needs the graph in connection with open budget hearings. .,. LIAISON Called Bill Miller, Staff Director, Senate Select Committee on Intelligence, regarding his earlier commitment to set up a briefing of Chairman Daniel K. Inouye (D., Hawaii) in preparation for the Chairman's planned personal trip to India, Hong Kong and Korea. Miller said the Chairman had been ill and his doctor has recommended he cancel his trip which he has done. 24. I I LIAISON Escorted Hal Ford, Spencer Davis and Catherine Essoyan, Senate Select Committee on Intelligence staff, to meetings with C /FR Division, L_ -1 former DDO employee, and Scott Breckinridge, from the Inspector General's office, on the Frank Snepp case. Ford had also asked to see from the Inspector General's office, again but he was not available today. 27. (Unclassified - DFM) LIAISON Met with Elliot Maxwell, Senate Select Committee on Intelligence staff, who said he had been invited to join a group from the American Publishers Association which is touring Cuba in February. Maxwell said he would like to go but would not if this would be a problem for the Community. I said I would check and let him know. ADMINISTRATIVE DELIVERIES Delivered to Lot Cooke, Senate Select Committee on Intelligence staff, two letters, the first was a letter from George Cary responding to Chairman Daniel K. Inouye's (D., Hawaii) letter (Q#1280) requesting /'an analysis of Intelligence Community capability to monitor a new SALT treaty, and the second was a letter from George Cary to Chairman Inouy's letter (Q#1070) regarding the Richard Helms matter. 31. LIAISON Sent to Sam Hoskinson, .National Securi~Tcl , COPIU~l communications between the Senate Select Committee on Intelligence and the Agency on the Helms case, per Mr. Hoskinson's and Mr. George L. Cary's conversation. 32. LIAISON Sam Hoskinson, NSC staff, called indicating that he would have a session Friday, 13 January, on statutory charters at Bill Miller's, Staff Director, Senate Select Committee on Intelligence, request. IC Staff NFAC SA/DO/O 0980R000400070023-6 ADDENDUM TO JOURNAL OFFICE OF LEGISLATIVE COUNSEL Monday - 9 January 1978 1. 1 1 LIAISON Talked with Keith Raffel, Senate Select Committee on Intelligence staff, who said he was reviewing 1971 Senate Foreign Relations Committee hearings and 1-.-noted that DCI Helms testified before the Committee on 5 May 1971 on Raffel said he called the Senate Foreign Relations Committee office and they said the transcript was held at CIA. Raffel asked to see the transcript and I agreed to look into it. 2. I LIAISON Talked with Mike Epstein, Senate Select Committee on Intelligence staff, who informed me that he would be traveling tomorrow afternoon to I to meet with I I I told Epstein we would like to have him meet with knowledgeable Agency officers before he makes the trip and we agreed on such a briefing for tomorrow at '11:00 a. m. I told Epstein that DDO employee who Epstein had asked to interview, was and therefore was not readily available. BRIEFING Accompanied 25X1 D/OS, and OS, to a briefing of Thomas Latimer, Staff Director, House Permanent Select Committee on Intelligence, Pat Long, Mike O'Neil and Dick Giza, all of the staff, on the status of attempts in the Community to de compartmentalize certain information. The discussion covered the program to reduce the classification of TK material in order to give it wider distribution. Latimer requested a copy of one document which we agreed to provide. The briefing was offered in the 28 December 1977 DCI letter to Chairman Edward P. Boland (D., Mass.) on decompartmentation. After the meeting, I discussed with Latimer the issue of document destruction and whether the Select Committee wished to become involved in the Agency's document destruction program. Latimer asked if the moritorium had been imposed by the Pike Committee and I told him it was my understanding it was strictly at the request of Senators Michael J. Mansfield (D. , Mont. ) and Hugh Scott (R. , Pa. ). Latimer said that if the Pike Committee was not involved in the establishment of the moritorium he saw no reason for the Committee to become involved at this point. I assured Latimer that the matter had been thoroughly examined by the Senate Select Committee on Intelligence and by the Archivist of the U. S.
