Congress that the CIA will attempt to identify those persons
who were the subjects of unwitting testing conducted under
Project.MKULTRA. To this end, the institutions where Project
MKULTR& testing. took place have been notified of their
involvement with the project. . The Director has offered
these institutions his full cooperation in helping them identify
the persons who were test subjects.
In addition, this Agency requested the.assistance of
the Department of Justice.in determining the existence,
onsibility on the part of

nature, and exte the government toward persons who may have been the unwitting
subjects of CIA-sponsored drug testing as part of Project
MKULTRA.

to rectify this situation.
