Enclosed is a copy of the CIA document which. was released under the.Freedom'of Information Act which pertains to "*STAT query.. As you can see from the document, the operation never materialized and was, in fact, an evaluation of a hypothetical problem. As you.may recall, in September of last year, believed. he was an unwitting victim of CIA's behavior contro testing in Project MKULTRA. As we explained in our previous letter to you of 30. September 1977, the Project MKULTRA files do not contain.the names of persons who may hav& been used as subjects. I have also been advised by Mr. Gene F. Wilson our Information and Privacy Coordinator, that urrentiy STAT has a Privacy Act appeal pending with the CIA. I have been advised by Mr..Wilson that none of the documents involved in this appeal case indicate that was an unwitting victim STAT of CIA drug experiments, or was programmed by the CIA to commit- assassinations. Despitel protestations, we are unable to locate any information a would substantiate his claims. If I can be of any further assistance, please let me know.
