MEMORANDUM FOR THE RECORD
SUBJECT: Conversation with Secretary of State,
12 May 1980

1. Ron Spiers (D/INR sat in on the meeting. I went through the discussion
outline point by point.
2. On the PDB, he did not indicate a preference for e
ither a subst
antive
person to deliver it or writing notes. I told him we would
do either or
both.
I pointed out that he might get a little more wholesome ans
wer if it wer

staffed and returned to him the next morning. We'll just h
ave to wait a
nd see
what he-says as time goes on.
3. I showed him a number of our products. He showed
genuine inter
est in
them. I to
ld him we would tailor anything to his needs.
4. He
asked if for his forthcoming meeting with Gromy
ko we could p
rovide
him any information on what might be on Gromyko's mind. I told him that we
could have our Soviet experts try to deduce what Gromyko might raise, but that
in this case we were Let's do a hasty look
at whether we can ge some ng ge er o m we could send by message
that would forecast Gromyko's outlook at this time.
5. We talked about the Presidential briefs and his coming. I didn't get
any specifics on areas that he wanted covered, but when I told him we might do
a. Southwest Asia-Middle East regional survey he thought that would be helpful.

10. I gave him my proposed itinerary for my trip to Africa and asked
if Ron Spiers could shop it through Dick Moose to get eneral approval. Ron
indicated he would do so and took it off with him.
11. The Secretary was very tired and very behind schedule.

DCI met with Senators Muskie and Bellmon (R., Okla.),
Chairman and Ranking Minority Member respectively of the
Senate Budget Committee regarding intelligence budgetary'
information. Senator Muskie favored an open budget.
Received briefing byl on verification aspects
of the SALT'II Treaty, February, 9.
As Chairman of the Budget Committee, Senator Muskie expressed
an interest in the Agency's assessment of the world grain
situation and outlook for the next year and a half. Our report,
entitled "World Supply and Demand for Grain, 1979/80", was
prepared in response to this request and forwarded to the Senator
in September, 1979.
Received a briefing on the current situation in Afghanistan
and Iran, January, 1980.
Senator Muskie in his capacity as Chairman of the Senate
Budget Committee was in the chair when the DCI briefed that
Committee on 26 February 1980 on the Worldwide Wrap-Up.

DESCRIPTION OF APPROVAL PROCESS
Generation of Proposal
May come from any agency or the White House
Development of Proposal
-- Consultation at Political Intelligence Working
Group (PIWG)
-- Consultation with appropriate ambassadors
-- Consultation by the DDCI with Under Secretary Newsom
or by Operations Directorate officers with their
geographic counterparts, usually at the Assistant
Secretary level.
Preparation of Proposal
CIA prepares a paper for distribution, via NSC channels,
prior (usually) to the SCC meeting. Drafting and coordination
is handled on a compartmented basis. Within CIA, we coordinate
with NFAC, OGC, OLC, and the Comptroller.
If the SCC approves, the Presidential Finding is forwarded
to the President for his signature. After the President
signs the finding, appropriate committees of Congress are 25X1
promptly briefed.
