SUBJECT Request for CIA Clearance of the Text of an Agreement on Cooperation in Desalination between the United States and the USSR. As the first step in our cooperation with the USSR in the field of desalination, the Soviet delegation visited Washington in July 1964 to discuss the possibilities of scientific cooperation in developing methods of desalting sea water, including utilization of atomic energy. A United States delegation is scheduled to make a return visit beginning November 17 in Moscow. Plans have been made for an agreement on cooperation to be signed at Moscow on November 18. The enclosed draft text of such an agreement is now in process of interdepartmental clearance in Washington. Copies have been sent to the Department of Defense, Atomic Energy Commission, and the Department of the Interior. In order to meet the timetable, it is hoped that your clearance can be received by noon November 12. Dr. Hornig, Special Assistant to the President for Science and Technology, has suggested the current timetable which, incidentally, has been discussed with Mr. Bundy. Also enclosed is a copy of the joint memorandum released to the press following the meeting between the United States and the Soviet delegation in Washington on July 17, 1964. 1. Draft text. 2. The Governments of the Union of Soviet Socialist Republics and the United States of America, (hereinafter referred to as the "Parties"): Taking into account that the problem of desalination has great significance for the USSR and the USA and also for many other countries experiencing a shortage of fresh water: Taking into account that contemporary scientific and technical achievements, including the use of atomic energy, permit the practical solution of the problem of desalination: Have agreed on the following: I. The Parties will engage in wide scientific and technical cooperation in the field of desalination, including the use of atomic energy, in accordance with the provisions of this Agreement. II. The Parties will conduct scientific research and development work in the field of desalination, including the use of atomic energy, in accordance with their own. programs and at their own expense. III. The Parties will exchange on a reciprocal basis scientific accounts, reports, and other documents, including the results obtained from work at pilot and demonstration plants of the Parties. The Parties will periodically organize, on basis of reciprocity, symposia and scientific meetings for discussion of scientific and technical problems and projects in accordance with previously agreed programs. V. The Parties will periodically organize visits on the basis of reciprocity by technical experts to appropriate installations and laboratories. VI. In order that IAEA and its members receive benefits in full measure from this cooperation the Parties will give IAEA accounts, reports, and other documents which they exchange and also in appropriate cases invite IAEA observers to symposia and scientific meetings held by Parties. The Parties will jointly inform IAEA Director General about this Agreement. VII. The implementation of this Agreement shall be subject to the provisions of Sections I and XIII of the US-USSR Agreement on Exchanges in the Scientific, Technical, Educational, Cultural and other fields signed at Moscow February 22, 1964. VIII. This agreement shall enter into force on the date of signature. It shall continue in force for two years, and shall be subject to renewal by the Parties. Meeting on Scientific Co2Reration in Desalting Joint Memorandum Representatives of the United States and the Soviet Union met in Washington from July 14 to 16, as previously agreed, to explore the possibilities of scientific cooperation in develop- ing methods of desalting sea water, including utilization of atomic energy. The delegation of the USA was headed by Dr. Donald F. Hornig, Special Assistant to the President for Science and Technology. The delegation of the USSR was headed by A. I. Churin, Chief Administrator of the State Comm~tittee for Coordinating Scientific Research. The representatives of the two sides discussed common prob- lems of desalting sea water including nuclear heat sources, the state of scientific research activity and the plans of each side in this field, as well as possible fields of cooperation. Certain possible forms of cooperation were identified during the meeting.: 1. The conduct by each side of scientific research and development work in the field of desalting sea water, including the utilization of atomic energy, in accordance to its own pro- gram and at its own expense. 2. The exchange on a reciprocal basis of scientific reports, including results obtained from work in pilot and demonstration plants. 3. The arrangement, by mutual agreement, of symposia to discuss specific scientific and technical problems and projects. 4. The arrangements on a reciprocal basis of visits by technical experts to appropriate installations and laboratories. The Soviet delegation has likewise invited an American delegation to visit similar installations and laboratories in the Soviet Union. In the opinion of both delegations, the discussions of these problems were carried on in a business-like manner and were useful for both sides. As a result of the discussions the delegations will report to their governments on the best means of cooperation in the field of desalting sea water, including utilization of atomic energy.
