Typical of these are the following statements about Anhwei: 1 Provincial industrial output in 1975 was double the 1970 figure or 22 times that of 1949. Anhwei's industry [in 1970] ... recorded a 62-percent increase in output value ... compared with 1965. The province overfulfilled the 1975 State Plan for total industrial output value, registering a 19.2-percent increase over 1974 and a 195-percent increase over 1965. It was possible to use a least squares technique to approximate the unpublished provincial GVIO time series from which statements such as these were derived. The technique is fully described in appendix A of Field, Lardy, and Emerson, 1976, and up-to-date series are presented in the appendix of this paper. Unfortunately, the series are not complete. Because of the gaps in the provincial series, a national GVIO series was derived from them by a method described in the next section. The method is similar to that used in Field, Lardy, and Emerson, 1976, but differs in two respects. First, the provincial GVIO data are weighted so that years for which the data are more complete weigh more heavily in the calculations than those for which the data are sparse. And second, the value for any given year can be forced to equal a reported figure or a figure derived from reported data. The actual calculation of the national GVIO series is discussed in the final section of this paper. Because the procedure uses weights. the output data for at least one year must be complete. The weight base is defined as those years for which the data are complete and the weight W,, as the ratio of the total value in the base years of those commodities produced in both year i and year j to the total value of all commodities produced in the base years. In contrast, output data for only one commodity were available for both year and year 3. The weight assigned to that pair of years is 1.1023, and the error is relatively large. The figures for 1957 are from Field, Lardy, and Emerson, 1976; the figures for the other years are calculated from the 1957 figures and the indexes presented in the appendix. These data are used to calculate the ratios of the value of output for each pair of years. The years 1957 and 1974, for which the data are complete, are the weight base. A comparison of the sample and final ratios for those years in which the index is constrained shows that the provincial data by themselves are a good approximation of the unpublished national data. There is, however, one national figure that was not used as a constraint. The method uses an interpolating index to establish the year-to-year pattern of change. The rate of growth of the interpolating index is adjusted so that it will fit exactly between the benchmark years at either end of the gap to be filled. ' The formula is t+< ti KfvY1 = t + J \ ti-1 KM~ 1 where KM stands for the Kaplan-Moorsteen index, I for the interpolating index, and a and $ for the rates of growth between the benchmark years of the Kaplan-Moorsteen and interpolating indexes, respectively. Here, the interpolating index is a value-added index based on the physical output of commodities and the benchmark years are 1966 and 1968. The calculations are shown in table 5. A considerable number of statements about increases over 1949, 1965, or the previous year are available for all provinces. The difficulty with these statements is that the reported increases do not all fit perfectly. They may not fit because they are given with differing numbers of significant digits or are sometimes preliminary (or revised) figures. On occasion the figures also may be mistranslated or garbled. It is possible to use a least squares technique to estimate an index of the gross value of industrial output that reconstructs as closely as possible the unpublished time series from which the various reported statistics on growth have been calculated. This technique is fully described in appendix A of Field, Lardy, and Emerson, 1976. The data in the tables are the provincial GVIO in the given year (listed at the left) expressed as a multiple of provincial GVIO in the base year (listed at the top). The rows labeled "reported" are taken from (or derived from) the Chinese press and broadcasts. A typical entry for a reported figure is as follows: 1.0890 1A(12) The number 1.0890 is output in the given year as a multiple of output in the base year. The figure to the right of the multiple indicates how the multiple is used in calculations. The meaning of the figure is as follows: 0 = not used in the calculations. (Figures accurate to only one significant digit are not used if more precise data are available.) 1 = used in the calculations. 2 = forced to fit exactly by means of a Lagrangian multiplier. 3 = an estimated multiple that is forced to fit exactly. The letter that follows the figure refers to a footnote. Finally, for a multiple of the previous year, the number in parentheses indicates how many months in the year the data cover.
