1. You can skip everything in this one except paras 1-8
(The Assembly and the People's Army Council "censure" of
U Thant), though you may be interested in glancing at paragraph
18 (Chieu Hoi).
2. In the Assembly organization discussion (paras 1-7).
Lodge is being a little less than candid, particularly in paragraph
5, He knows full well that the Directorate is very strong for a
Korean-style constitution and have sent several of their number
to Korea to study at first hand the Korean Army's success in
civilianizing and thus perpetuating its political authority.
