SUBJECT VC Morale Studies
1. Attached per your request are copies of two papers originally
written to constitute annexes to this Agency's 26 August memorandum
on the Vieesa Communists' will to resist. On* is a study of the
morale of the Communist forces in Vietnam; the other is a study of
morale among people in Viet Cong areas. Trese documents bear a TOP
SECRET I classification because that was the overall classification
of the document of which they were originally component parts. These
two particular studies could probably be downgraded at least out of the
COMINT category but doing this would require a bureaucratic exercise
which would take a little time to complete. Consequently, to serve your
needs, I am forwarding these papers in their present form. They will,
of course, have to be handled and stored In a manner appropriate to the
classification they now carry.
