Dear George,
Some time ago you asked us to provide some ideas and points
the Vice President might incorporate in a speech on Vietnam.
indicating that the theme of this speech would be to explain =hat
has been accomplished in the last ! 8 months and what remains to
be done. In effect, as we understood you, you wanted a balance
sheet which would be realistic but no more gloomy than the facts
warranted.
In response to your request, I am enclosing the attached
outline. We are vassing this informally for you to use however you
see fit and hope it will be of some help. If there is anything further
we can do for the Vice President please let us know.
