SUBJECT: Text of Letter for the Secretary of State

1. This memorandum suggests action by the Director of
Central Intelligence as specified below.
2. Attached hereto for the signature of the Director of
Central Intelligence is a letter for the Secretary of State in reply
to his request that CIA nominate a representative for the newly
formed Congo Task Force. You will note that

STATEMENT BY THE SECRETARY OF STATE
I have established a small task force in the Bureau
of African Affairs to assist in the conduct of United
States relations with, planning for, and programs in the
Republic of the Congo. Ambassador Joseph Palmer, 2nd,
has been designated to head this group.
I am requesting the Secretary of Defense, the
Administrator, Agency for International Development, the
Director of Central Intelligence, and the Director of
the United States Information Agency to nominate indi-
viduals from their organizations to assist Ambassador
Palmer. The officers so nominated will be expected to
give priority to their obligation as msmbers of the
task force and as agents for the exec-}'.an of approved
decisions. Mr. William H. Brubeck h 2 bcc w s'nnated
by the White House to serve as its on
the group.
Ambassador Palmer will be asking other bureaus and
offices within the Department for necessary pees _~_el
and material assistance, and I will expect his roquests
to be met whenever possible.
It is my hope and expectation that the establishment
of this committee will facilitate the successful conduct
of United States relations with. the Congo in meeting the
problems now confronting us and in planning for the
future.
