Mr. William Eiuidy has requested from the United Kingdom that
steps be taken to inform senior United Kingdom officials of the
extent of North Vietnam intervention in South Vietnam and Laos. In
this connection we believe it would be helpful to make available to
designated U.K. officers either the documents or the substance of the
and Pursuant to recent USIB action the substance of these
documents was provided certain Canadian officials.
Consideration might also be given by the USIB to providing to
designated U. K. officials here and in the U. K. the substance of two
earlier basic studies on communist intervention in South Vietnam and
Laos, or the papers themselves after whatever sanitization is necessary.
The basic documents to which I have reference are a study dated March 10,
1964 ( and one dated April 20, 1964
We propose that, as an initial step, the appropriate officers from
the U. K. Embassy here in A shington should receive a briefing. If the
USIB approves the release, documents could be given to U. K. officials
either at that time or at a subsequent date.
In view of the urgency placed by Mr. Bundy on making information
available to the United Kingdom, I hope that this matter can be consider-
ed at the USIB meeting of June 3.
