SUBJECT Inclusion of Paragraph on ERDA Responsibilities
The following has been submitted for inclusion in the
Omnibus NSCID by Richard L. Durham, Acting Assistant Director
for Intelligence Analyses and Net Assessment, Division of
International Security Affairs, AEC. It would be inserted
as the next to last paragraph of the NSCID, before the
present paragraph on the FBI. Numbering of the paragraph
will depend upon decision as to the renumbering of paragraphs
as proposed by CIA.

tion shall produce energy intelligence to meet its resppnglbil-
ities in formulating and implementing US national policies
for all forms of energy research and development.
"b. The Energy Research and Development Administira-
tion shall be responsible for overt collection of energy
research and development information through the use of
technical exchange programs and wherever an Energy Research:
and Development Administration representative is posted
abroad, and shall participate with the Department of State
in formulating energy research and development collectionhe
requirements for the Scientific Attaches posted abroad.
Energy Research and Development Administration will participate
with other United States Intelligence Board agencies and
where the
departments in formulating collection requirements
special technical expertise of the Energy Research
Development Administration can contribute to such collection
requirements.-
