The organi zation, evaluation, and resource allocation processes of the Intelligence Community should seek to satisfy such intelligence requirements. Reflecting this, I have called the second section of the Objectives "Resource Management Objectives." It deals with the interaction of the members of the Intelligence Community and the allocation of resources to and among them. Milestones have been estab- lished to measure and evaluate our progress toward satisfying these Objectives and to provide a customer satisfaction orientation to our resources review.
