I am enclosing for your information copies of the final
versions of the Objectives for the Intelligence Community
for Fiscal Year 1975 and the gel Intelligence Questions for
Fiscal Year 1975.
The first part of the Objectives I haV* termed "Substantive
objectives," and the ley Intelligence Questions are designed
to be responsive to and to support these Objectives. The
Key Intelligence Questions are Issued as guidance to the
Intelligence Community for the collection and production of
intelligence on subjects of major importance to national-
level intelligence consumers. They represent an effort to
establish substantive intelligence needs as the driving
force for the Intelligence Community.
The organi zation, evaluation, and resource allocation
processes of the Intelligence Community should seek to
satisfy such intelligence requirements. Reflecting this, I
have called the second section of the Objectives "Resource
Management Objectives." It deals with the interaction of
the members of the Intelligence Community and the allocation
of resources to and among them. Milestones have been estab-
lished to measure and evaluate our progress toward satisfying
these Objectives and to provide a customer satisfaction
orientation to our resources review.
The Objectives will become the basis for my annual
report to the i sident on how effectively the Intelligence
Community performs during Fiscal Year 19T5* I intend to
