Toward the end of the Intelligence R&D Council meeting, you
touched on national and tactical intelligence resources. I know you
are aware of a study in the IC Staff called "National Tactical
Intelligence Interface" which we are doing with the OJCS. I have
enclosed. a preliminary agreement on what will be done which might
be useful to you.
As to how this Impacts on the R&D Council, I believe that later
this year it will become clearer how R&D might affect the systems
procured for both needs. One of the earlier efforts of the Study is
to define what tactical intelligence is, and then later on we will
produce a report on how each of the national and tactical resources
can contribute to the requirements of the other. If you like, when
some of the initial work is done, it could be briefed to the Council.
