This Office is herewith recording its complete concurrence with your view expressed yesterday that it would be well for certain offices to assist Operations in the development of detailed flight plans for future AQUATONE flights. We appreciate the possibility that Operations may not want to include all members of the ARC in these discussions but urge that certain critical targets should be discussed as suggested. 2. As you are completely aware, it is imperative that the maximum amount of intelligence be obtained from the limited number of penetration flights which now seem to have been approved. Because of this, we feel that nothing should be left undone which would help insure the obtaining of maximum results. 3. Although we, like the other ARC members, have attempted to give the best possible guidance in our participation in the development of target lists, we feel there are certain subtktties relative to our targets which cannot be recorded in the confines of a standardized target list. I have in mind here such problems as the Novokazalinsk-Kzyl Ozda-Dzusaly area, a may lso Klyuchi, and our estimate of where missile or earth satellite activities be going on t e. Our estimates of where certain are, 25X1 I hlow level collateral reports, 're !&. Briefly stated, then, I feel that, because we must buy the maximum amount of intelligence for our investment effort, it is imperative that future flights cover the targets intended and that this coverage should be assisted by detailed guidance to Operations from the Offices most familiar with the targets.
