accessible readily from Base C. Whereas ideally the greatest benefit
would derive from the coverage of all fifteen airfields simultaneously,

3. A return to KZYL ORDA to achieve objectives incompleted
for reason of camera malfunction or cloud cover is recommended if

considered very important, missions having these as their principal or
corollary objectives would rank lower than pioneer coverage indicated-
in paragraphs I and 2 but higher than paragraphs 3 and 4 on a require.
