SUBJECT : Status of CIA Contact With GAO for Their
Review of CIA Budget Expenditures
Senate Select Committee on Intelligence Chairman Daniel Inouye
asked Mr. Knoche during his 23 June 1976 confirmation hearings to
initiate discussions with GAO on a renewed audit of CIA. After this
request, Agency officials met internally to determine the best way to
proceed. One of the first decisions made was that negotiations concerning
guidelines for a renewed GAO audit should be conducted directly with the
Senate Select Committee, rather than with GAO. A position paper
(attached), reflecting an initial negotiating position was prepared and
received the DDCI's approval. It was largely based on a task force study
of this question completed.in December 1975. Bill Miller, Staff Director,
Senate Select Committee on Intelligence agreed to direct Committee-Agency
discussions and further agreed to personally meet with Mr. Waller and
.myself on this matter. The initiative for the meeting was clearly left
with Mr. Miller and despite two or three reminders that Mr. Waller and
I were ready to meet with him, Miller has never attempted to set up the
meeting. Hence, no discussions with the Committee have taken place.
