SUBJECT : Invitation for Agency Personnel to Participate in Conference
1. Action Requested: DCI signature on letter to Dr. James Brown,
Department of Political Science, Southern Methodist University.
2. Background:' Dr. Brown initially invited the DCI to address
the Inter-University Seminar on Armed Forces and Society (IUS) in Dallas
in April 1978 and also invited the Agency to participate in two panels
on Latin America. The DCI had to send regrets but offered two analysts
for the panels on Cuba and the Latin American Military in the 1980s.
Dr. Brown replied that he would be happy to have our Latin American
specialists participate in the conference and asked for their names- so he
could. contact them.

invitation to address the Inter-University Seminar on
Armed Forces and Society (IUS) conference on 28 April 1978.
I would like very much to address the conference
and exchange views with the IUS Fellows, but the
uncertainties of my calendar do not permit me to
schedule events that far in advance.
The Agency could provide two specialists to
participate in your panels on Latin America. One
would present a paper-on "The Latin American Military
in the 19808", and the other would serve as a discussant
on Cuba. `-

at Southern Methodist University (SMU)
1. Action Requested: DCI signature on letter to Dr. James Brown,
Department of Political Science, Southern Methodist University (SMU).
2. Background:
a. Dr. Brown, of SMU's political science department, is
chairing a regional Inter-University Seminar on Armed Forces and
Society (IUS) to be held in Dallas, 27-29 April 1978. The
conference will be entitled "The US Military in Foreign Policy in
the 1980s". Dr. Brown, at the suggestion of Professor
Morris Janowitz of the IUS, has invited Admiral Turner to be one
of the principal speakers during the conference. The IUS is a
prestigious organization, and Professor Janowitz is a leading
political scientist who has written extensively on the role of
the military in society. Because of the distant date of the
conference, I am recommending the DCI express his regrets and
offer a substitute speaker.
b. Dr. Brown also asked if the Agency could participate in
two special panels on Latin America. I suggest that we offer
two senior Latin American specialists: one as a discussant for
the panel on Cuba and the other to present a paper on "The Latin
American Military in the 1980s".

Professor Morris Janowitz of the Inter-University Seminar on Armed
Forces and Society (IUS) suggested that I write to you it. connection with
a Regional IUS Conference to be held in Dallas, April 27-29, 1978, which
I am chairing. It will be entitled "The U.S. Military in Foreign Policy
in the 1980's."
I would like to invite you to participate in this conference as one
of our principal banquet speakers on Friday evening, April 28. As you
will note, the general topic of the conference is broad. With your vast
experience in the armed forces and your present position as Director of
the CIA I am confident that you would present the IUS Fellows a most
stimulating presentation. The specific topic for your presentation I will
leave up to you. If you accept--and we certainly hope you will--my tele-
phone number is given below. Please call me and discuss further your
plans and topic.
Also, I would like to inquire whether another member of your Agency
would be available to participate as a discussant or presentor of a paper
in either or both of the following special panels on Latin America:
Friday, April 28- "The Latin American Military in the 1980's:
A Conservative or Progessive Force?"
or
Saturday, April 29- "The Hovering Cuban Shadow and Its Impact
on Latin America"
The Conference has available some monies to help defray part of the
costs of attending this conference.
