Action Requested: DCI signature on letter to Dr. James Brown, Department of Political Science, Southern Methodist University. 2. Background:' Dr. Brown initially invited the DCI to address the Inter-University Seminar on Armed Forces and Society (IUS) in Dallas in April 1978 and also invited the Agency to participate in two panels on Latin America. The DCI had to send regrets but offered two analysts for the panels on Cuba and the Latin American Military in the 1980s. Dr. Brown replied that he would be happy to have our Latin American specialists participate in the conference and asked for their names- so he could. contact them. Dr. Brown, of SMU's political science department, is chairing a regional Inter-University Seminar on Armed Forces and Society (IUS) to be held in Dallas, 27-29 April 1978. The conference will be entitled "The US Military in Foreign Policy in the 1980s". Dr. Brown, at the suggestion of Professor Morris Janowitz of the IUS, has invited Admiral Turner to be one of the principal speakers during the conference. The IUS is a prestigious organization, and Professor Janowitz is a leading political scientist who has written extensively on the role of the military in society. Because of the distant date of the conference, I am recommending the DCI express his regrets and offer a substitute speaker. b. Dr. Brown also asked if the Agency could participate in two special panels on Latin America.
