Attached for your consideration is a copy of a memorandum
from n~'~ua Wheeler to me concernin the Congolese Air Force
problem. As of this time, I have not reached any conclusion on
General Wheeler's specific recommendations.
In light off' vhe recent developments in the Congo, I believe
that should be prepared to discuss and to make decisions on
the C; _:;;olese air problem at our next 303 meeting.
