President and NSC Associate Press Secretary urging their support in developing the necessary procedures for reporting sensitive intelligence liaison agreements to Congress (Tab A). 3. Mr. Knoche's 2 March memorandum to the Director, OMB, urging the reworking of a draft Executive Order which would force all senior Agency employees to submit detailed financial statements to the Civil Service Commission and that the order not go forward for the President's signature without consideration-of its implica- tions for the Agency and the Intelligence Commu-iity'(Tab C). Mr. Knoche's 25 February memorandum to the Vice President and the Assistant to the President for National Security Affairs forwarding proposals for changing the manner and form for reporting highly sensitive clandestine operations to reviewing authorities in the Executive Branch and Congress (Tab F)_. 7. 'Mr. Knoche's 25 February memorandum'to the Attorney General requesting the endorsement by the DoJ of the introduction of legisla- tion to protect intelligence sources and methods from unauthorized disclosure (Tab G)., 9. Mr. Knoche's 15 February memorandum to the Assistant to the President for National Security Affairs seeking his concurrence in releasing to the SSCI a study prepared by the DCI Critical Collection Problems Committee entitled, "Intelligence Activities Against Illicit Narcotics Trafficking" (Tab I).
