Richard Schulze (R., Pa.), called and said she had mentioned to him the
idea of having the Republican Freshman Club come out to the Agency for
a breakfast/ briefing but instead he suggested-that someone from our Agency
come to one of their Monday night meetings and speak for 25 to 30 minutes.
I told her that I understood this and appreciated it and asked her for a
particular time. She said they normally meet in the different congressmen's
office but in the event there would be a large crowd they would move to a
committee room. I told Hart that 1 would talk this over with my colleagues
and we would work something out.

?U. GLC) Talked with Jack Marsh, Counselor to the

of Representative Les Aspin. They relate to the basis on which the intelligence
community arrives at comparisons of U. S. and Soviet defense expenditures and
the apparent disparity'; between Assistant Secretary of Defense Clements' state-
ment that 20% of the Soviet GNP goes to defense and the Agency's position that
the figure is only 7% to 8% (DCI testimony before the Joint Economic Committee
last year). Marsh verified that Clements' office is using the 20% figure but
Marsh said he thought it was incorrect. I told him that Aspin apparently wants
