This letter is in response to your note of 8 December 1977
to the Director which forwarded a request from
Mississippi for information on the s Investigation
Ot .
As the Director indicated in his statement before the Senate
Select Committee on Intelligence and Senate Human Resources
Committee, Health and Scientific Research Subcommittee on
3 August 1977, substantive information relating to CIA's testing
of LSD from 1952 through'1967 were destroyed in 1973. 1 enclose
a copy of that statement for your use.
As the report of the 3 August 1977 hearing as well as the
report of a subsequent 21 September 1977 hearing by the Senate
Human Resources Committee, Health'and.Scientific Research
Subcommittee on MKULTRA have not been publicized yet, the only
available document which alludes to CIA testing of LSD is the
final report of hearings before the Subcommittee on Health of
the Committee on Labor and Public Welfare. and the Subcommittee
on Administrative.Practice and Procedure of the Committee on the
Judiciary on S. 2515, September 10, 12; and.November 7, 1975.
The report is entitled "Biomedical and Behavioral Research, 1975"
and should be available through the U.S. Government Printing
Office.
