5. (Unclassified - LLM) LIAISON Met with Pat Holt, Staff Director,
Senate Foreign Relations Committee, and told him that Bob Hepworth,
OCI, had been thinking of his possible interest in a think piece on the
"Politicization of International Technical Organizations" and that this
may be of current interest because of the article in today's Washington
Post assessing the special U.N. session just concluded. Holt said it
was particularly timely as he was involved in an assessment of the
International Telecommunications Union.
6. (Unclassified - LLM) LIAISON Left for Marian Czarnecki,
Chief of Staff, House International Relations Committee, a copy of the
research study on "Politicization of International Technical Organizations."
7. (Unclassified - LLM) LIAISON Ran into Bill Jones, General
Counsel, House Government Operations Committee, who confirmed
Chairman Jack Brooks' (D., Texas) positive reaction to. Mr. Colby's
15 August 1975 letter to Chairwoman Bella Abzug (D., N. Y.) on making
material available on the case. Jones said. that there had
been a serious, unemotional session of the Committee or the Subcommittee
on Government Information and Individual Rights on this subject and I
conceded that to establish our credibility we might show to the Chairman
and the Ranking Minority Member the material deleted, front: the classified
volume although we would prefer to do this through the regular oversight
committees (which Jones said Chairman Brooks would not agree to);
that the recent unilateral decision of the House Select Committee was not
making things easier and I thought it was best that we avoid any unnecessary
confrontations until the investigations are completed and Congress itself
decides on what congressional bodies they will entrust with, oversight of
CIA since it is just plain ridiculous for Congress to treat, for example,,
my income tax return with greater respect for confidentiality than., it does
the sensitive sources and methods used in collecting information on our
potential foreign adversaries.

22. (Unclassified - GLC) Lola Fox, Case Worker in the office
of Representative Jim Lloyd (D. , Calif.) , called to say a constituent,
a former Agency employee, had complained to the Congressman
that the Agency has not settled a property claim which he submitted in July.
Miss Fox had talked with of the Claims Review Board, whose
name had been given them by , and I had referred her to me. STAT
I told her I would check on the status of this case and be back in touch with
her.
After checking with I told Miss Fox that settlement of this
claim had been delayed because of the need for additional information. (the
need for which recognized) and by the crossing of letters in the mail.
I told her the case was in the posture for final approval and I would be in
touch with the DDA to see if final settlement could be expedited. I told her
I would be back in touch with her tomorrow with further information.
23. (Unclassified - GLC) ADMINISTRATIVE Called Russ Rourke,
who works for John O. Marsh, Counsellor to the President, to alert him
to the fact I was sending to Marsh today ,a letter forwarding to him a summary
and sectional analysis of S. 2170, a bill of Senator Muskie's on congressional
right to information. I told Rourke I thought this would be of particular.
interest to Marsh and Phil Buchen in view of the current problems with the
House Select Commit p
24. (Unclassified - DFM) LIAISON George Gilbert, OMB, called
to inform me that the State Department would be circulating advance copies
of State Department representative's scheduled address before the Senate
Commerce Committee on an exclusive 200-mile fisheries zone. The speech
is to be delivered this Friday, and we are to notify OMB tomorrow if we,
see any problems in the testimony.

15. (Unclassified - RC) INTELLIGENCE BRIEFING Accompanied
Ted Shackley, C/EA, to a briefing of Representative Lester Wolff (D., N. Y.. )
on a question he had left with the DCI on opium traffic in the Tri--border
area. Shackley discussed the Shan State Army and the Shan United Army and
their role in open smuggling as well as the drawdown of ChiNat forces in
the area. Shackley also mentioned that we had information similar to the
Congressman's info on the 4 or 6 tons of opium which might be coming down
the trail. Mr. Wolff said he did not favor pre-exemption buying by the U. S.
Government and only wanted to pass the information on to the Agency as he has
done in the past. Shackley also took this occasion to deny any Agency
support to resistance groups in and around Burma.. This should close out
Mr. Wolff's request by letter to OLC. Mr. Wolff said he was a supporter
of the Agency and felt that, the only solid information he gets from the Government:
on these kinds of matters is from the Agency. He felt that the current public
discussion of CIA's covert action activities was harmful. to the Agency's
collection capabilities. He noted he was against. police brutality in New
York, but he was not about to suggest that all the cops be fired. He had
another letter on the Shan situation which he said he will send to the Agency
for our information.
16. (Internal Use Only - PLC) LIAISON Left with Carolyn Courbois,
secretary to J. Sourwine, Chief Counsel, Senate Judiciary Subcommittee on
Internal Security, a listing of several commercially available pocket recorders.
This was in response to Sourwine's earlier request to assist him in making a
purchase for the Subcommittee. She said she would discuss the list with
Mr. Sourwine.
17. (Internal Use Only - PLC) LIAISON Left with.. Frank Slatinshek,
Chief. Counsel, House Armed Services Committee, a blind memo dated
11 April 1975 prepared by John Warner, General Counsel, concerning the
historical background and authorities of congressional access to executive
information. This was in response to Slatinshek's earlier call for any background.
information on the problem now being faced by the Agency with the I-louse
Select Committee. I also left with Slatinshek a copy of Chairman Otis G. Pike's
(D. , N. Y.), House Select-.r,~)tte Intelligence, letter to the President
dated 17 September in response to the President's request for the retu:-n of
classified information previously provided to the Committee.
