The "Agreement Between the Parties to the North Atlantic Treaty for
Co-operation Regarding Atomic Information" was ratified on March 12,
1965. This agreement provides for the release of United States
Atomic information to the North Atlantic Treaty Organization (NATO),
including its military and civilian elements, and to member nations
of NATO. Additionally, it prescribes requirements for safeguarding
this information. The provisions of this agreement are applicable
to United. States Government activities receiving atomic information
which has been incorporated in NATO classified documents.
The "Security Annex" to the Agreement directs that atomic inform-
ation made available to the member motions under the Agreement be
protected in accordance 'with the provisions of C-M(55)15(Finul),
and the requirements specified in the Security Annex.
Attached is a draft Instruction proposed for issuance by the United
States Security Authority for NATO Affairs (t1SSA). It is designed
to provide United States implementation of the Security Annex to
the Agreement. We will appreciate receiving your concurrence or
comment by October 1, 1965.

1. PURPOSE
To provide for the implementation within United States Departments and Agencies
of security procedure contained in the "Confidential Security Annex to the
Agreement Between the Parties to the North Atlantic Treaty for Co-operation

BACKGROUND
Article XI, "Agreement Between the Parties to the ,forth Atlantic
Treaty for Co-operation Regarding Atomic Information " (ref. a),

IV. -IMPLEMENTATION
United States military and civilian agencies shall follow the security
procedure contained ..curity
in USSR Instruction 1-56 (ref d), as supplemented
by USSA instruction 1-61 (ref. e), for safeguarding atomic informa+'
released, to NATO by "l c2'
the United States under the provisions of refs. a,
b, C. and f and which have been incorporated in NATO documents. Addi-
tionally, the following requirements are imposed:
A. United States atomic information furnished to NATO under
ref, f, shall be considered to have been communicated under
the provisions of ref. a.
B. NATO documents containing United States atomic information,
by NATO to the United States, r '
hall be marked
"COSMIC" or "NATO", and with the appropriate security
classification, if it is marked "NATO" and the word "ATOMAL"
(i.e. - "COSMIC ATONAL", "NATO' CONFIDENTIAL ATOMAL").

. Sub-registries of the Central United States
maintain accountability records for COSI C and NATO SECRET
ATOMAL documents, and those ATOMAL documents upon which
special limitations are imposed, separately from records
controlling other NATO material. Control shall be as pre-

scribed for COST. C material by ref. d.
D. Accountable ATOMAL documents shall be inventoried as of December
31, annually, and a report made in the format used for COSMIC
documents. Inventory reports shall be forwarded by sub-registries
to the Central United States Registry to arrive no later than
February 1, annually, separately from those covering inventory of
COSMIC material.
E. COSMIC and NATO SECRET ATOMAL documents may be reproduced, trans-
lated, or extracted only after the written approval of the Joint
Atomic Information Exchange Group (JAIEG) has been obtained.
Requests to reproduce, translate, or extract shall be fog%'arded
to JAIEG through the NATO command headquarters concerned.
F. The scope and extent of investigations for personnel clearances
shall be in accordance with the provisions of ref. e, except
that a background investigation shall be required for clearance
for access to NATO SECRET ATOMAL information for individuals
other than members of the United States Armed Forces or civilian
employees of the United States Department of Defense.
V. EFFECTIVE DATE
This Instruction is effective immediately.

1. This memorandum suggests action on the part of the
DDGI this action is contained in paragraph 4.
Z. The United States Security Authority for NATO Affairs
(USSR) is ret nesting the comment or concurrence of this Agency
in the draft Instruction (Tab A) to be issued as the United States
implementation of the Security Annex applicable to U. S. Govern-
ment activities receiving atomic information which has been
incorporated in NATO classified documents.
3. The proposed USSA Instruction provides for the safe-
guarding of atomic information in the same manner as other
classified information released to NATO by the United States. In
addition, the word "ATOMALU is to be added to NATO and COSMIC
documents containing V. S. atomic information when transmitted to
the United States by NATO. Sub-registries of the Central United
States Registry will maintain accountability records for COSMIC
and NATO SECRET ATOMAL documents with control the same as
for COSMIC material. Provisions are made for inventory of
accountable ATOMAL documents and for reproductions and related
activities.

4. The proposed Instruction presents no problem to this
Agency and it is therefore recommended that the attached memo-
randum (Tab B) be signed and forwarded to the Secretary of Defense.
5. This action has been coordinated with the COSMIC Control
Officer and the Nuclear Energy Division, Office of Scientific Intelligence.
