Drug and Behavioral Modification Investigations
As you are well aware, what appeared to be the final open
hearings on MKULTRA and other associated matters, were
held on 20-21 September 1977. We have received indications
that these hearings will terminate their present investigation
and the staff is in the process of preparing their report.
We have not been asked for any additional material or support
by the Subcommittee. The Subcommittee's principal investigator,
Walter Sheridan, called on 22 September to thank the Agency for
"our superb job under very trying and difficult conditions."

Senate Select Committee on Intelligence
Full Committee:
Classified Panama Report: The Committee hopes to
complete its report on Panama intercept incident by the
beginning of the Senate Foreign Relations Committee
hearings on the Panama Canal Treaty. These hearings
are now scheduled to begin on 26 September,-1977. By
preparing this report, the Committee hopes to obviate
any need for the Senate Foreign Relations Committee to
look into this matter. Last week Committee staff
members reviewed all cables from Panama Station
during the 14-17 July 1977 period.
Subcommittee on Special Investigations:
The Subcommittee hearing scheduled with Ted Shackley
was postponed until 30 September 1977 at 10:00 a.m. The
Subcommittee wants to discuss Agency policy in connection
with activities in Australia. We anticipate that this
will be the last stage of the Subcommittee's investigation.
Subcommittee on Collection,_Kroduction and Quality:
A new staff member, Angelo Codevilla, who was appointed
by Senator Malcolm Wallop (R., Wyo.), has been-tasked to do
a quality of intelligence study on reporting on European
communist parties.
Staff Briefings:
Bill Miller was briefed on
reorganization.
