STAT
MEMORANDUM FOR: Director of Central Intelligence
John N. McMahon
Acting Deputy to the DCI for the
Intelligence Community
SUBJECT: Guidelines for Human Subject Research within the
Intelligence Community
In light of the recent publicity on MKULTRA, you may be
interested in the status of what we are doing to insure appropriat e
DCI directives throughout the Community on this subject.
Since December 1976, we have been coordinating a DCID
throughout the Community. The time span seems extensive, but it
required touching base with HEW, the National Commission for the
Protection of Human Subjects of Biomedical and Behavioral Research,
then again with the R&D Coordinator, Surgeon General's office, U.S.
Army Staff, and, finally, with the Community organizations them-
selves. says he hopes to have the final version ready
for your ion in about one week.
