MEMORANDUM FOR: Mr. John A. McCone
Director, Central Intelligence Agency
SUBJECT: (U) Department of Defense Review of Missile and
Space Intelligence Programs
1. The advance copy of the DoD Review of Missile and Space
Intelligence Programs of DoD Components was forwarded to permit
CIA to be fully aware of DoD resources now allocated to this im-
portant intelligence activity. Also, it provides information on
actions proposed and under way to improve the effective and
economical utilization of DoD resources considered essential to
the DoD mission. These actions are being taken both in response
to the initial DIA charter directives, DoD Directives 5105.21 and
5105.28, and the findings of the Review. All actions are to be
achieved within existing DoD resources.
2. The report sent to you identifies with considerable
precision DoD resources in this area. In order to effect full
coordination, interchange and mutual support between DoD and CIA,
a similar identification of CIA resources and procedures would be
most helpful.
3. The Secretary of Defense has asked the JCS to review and
make recommendations on the report. A formal proposal to you,
as recommended in the report, must await action by the Secretary
of Defense.
4. Your statutory responsibilities under the National Security
Act are fully appreciated and understood. It is hoped, however,
that in the collation and evaluation of intelligence relating to
national security and providing for appropriate dissemination of
such intelligence within the Government, you will continue to rely
on the DoD for intelligence which the DoD'must collect and produce
as essential to its operating, R&D, and overall Defense mission.
