MEMORANDUM FOR THE RECORD
SUBJECT: Conversation with Mr. Marshall Wright, Deputy Assistant
Secretary of State for Congressional Relations, re S. 3526
1. Today I talked with Mr. Marshall Wright and expressed our
concern over the unilateral move by Senator Bellmon yesterday in obtaining
an exemption for the Department of Agriculture from the provisions of
section 504(a) of the Foreign Relations Authorization Act of 1972 (S. 3526).
2. Wright defended the action by Agriculture and Bellmon on the
ground that there was a lull in the debate on this bill in view of the decision
not to proceed further with the Indochina fund cutoff provision and the
Senators got together on it to see what amendments could be taken up under
unanimous consent. I told Wright we had tried to proceed on a team basis
on this section as the White House had suggested but it now appeared to be
an every man for himself proposition. I said Braswell was proceeding to
have Senator Stennis move for a specific exemption from section 504(a)
for CIA. Wright acknowledged there had been a slip-up somewhere on the
part of the Administration and also indicated it now would be more difficult
for anyone to strike section 504(a) in view of Fulbright's adamant stand on
this in his conversations with Bellmon.
3? I advised Wright that in response to Braswell's request we were
providing Senator Stennis with a letter from the Director requesting an
Agency exemption.

3. 1 I Talked with Marshall Wright, Deputy
.Assistant Secretary of State for Congressional Relations, and expressed
our concern over the unilateral move by Senator Belimon yesterday in
obtaining an exemption for the Department of Agriculture from the provisions
of section 504(a) of the Foreign Relations Authorization Act of 1972 (S. 3526).
I told Wright that Ed Braswell, Chief Counsel, Senate Armed Services Com-
mittee, was proceeding with his efforts to have Senator Stennis obtain a
specific exemption for CIA. See Memorandum for the Record.
4. I I Advised George Murphy, Joint Committee
on Atomic Energy staff, that as of this date the Director's calendar for
13, 14, and 15 June would accommodate his appearance before the Committee
on one of those afternoons, but I told him this should not be construed as a
commitment for any of those dates. I added that when they decide on a specific
date to let us know and we would check it futher with the Director.
5. I lEd Hartun , Minority Counsel, Senate
Appropriations Committee, told me the
and with representatives in the Washington area, is interested
in talking with someone from the Agency about their capabilities and Senator
Milton Young would like us to put the proper Agency people in touch with them.
I told Hartung I would check with our people and be back in touch with him
about arrangements for this.
6. I I Talked to Mrs. Gerry Myers, House
Post Office and Civil Service Committee, who told me that the Hanley Bill
(H. R. 11150), relating to the protection of rights of Federal employees, was
removed from the agenda late last night. No explanation was given for the
removal. The next meeting of the Committee in which this bill may be
considered will be 15 June 1972.
