SACEUR has requested National Authorities to review his new alert measures
as contained In SHAPE 169/63. An Initial review has been completed by a
working group of representatives from State, OASD(ISA), Joint Staff and
the Services. As a result of this review a proposed U.S. position has been
developed and is enclosed heroin (Enclosure 1).
In general the proposed U.S. position is not changed from that previously
determined for SHAPE 78/60, the previous alert book. The measures which
are proposed for change, and for vtich your agency has previously asked to
be consulted are as follows:
