MEMORANDUM FOR THE DIRECTOR, CENTRAL INTELLIGENCE
Subject: Naval War College Seminar Consultants
1. The President, Naval War College, Newport, Rhode
Island has requested the Director, Joint Staff, Joint
Chiefs of Staff to arrange for the participation of
country-knowledgeable consultants in counterinsurgency
seminars to be held at that institution on 14 and 15
December 1964. These seminars constitute an important
integral in the student body's course of study of
counterinsurgency. The quality of the course will be
reflected, in large measure, by the provision of out-
standing consultants, drawn from the several government
departments and agencies, who are intimately concerned
with the creation of counterinsurgency policy and
doctrine.
2. In view of the above it would be greatly appreciated
if the Central Intelligence Agency could provide consultants
on the dates indicated for the countries of Angola and Iraq.
3. Specific information with respect to the seminars
will be provided to the consultants nominated by Captain
R. H. Shireman, Jr., USN of the Office of the Special
Assistant for Counterinsurgency and Special Activities,
Organization of The Joint Chiefs of Staff.
