1. Please find attached a proposed response to
Representative Howard and a copy of Procurement Division,
Office of Logistics' response to Estey Corporation's
inquiry, dated 27 September 1979, which forms the basis
of Representative Howard's inquiry.
2. It is our belief that Estey Corporation does not
have a substantive basis to protest the conduct of this
Agency in affecting a procurement under the subject RFP.
