1. During the last days of February acid the early days of March 1953, several
important political changes were made at"'the National University in San
Salvador. Dr. Francisco Roberto LIMA was appointed Dean of the School of
Economics, to succeed'Dr. Rudolfo JIDWZ Barrios, long-time Salvadoran
Communist; and Dr. Jose Maria"Is N'DEZ, was appointed Business Manager. Dr.
Julio Fausto FERNANDEZ, recentlj--disc-ziarged Counselor at the Salvadoran
Embassy in Chile$l was named Vice Dean of the Humanities Faculty.2
2. The appointments of LIMA and MSNDEZ'were'backed by the Vaca Llerenista,3
composed predominantly of Salvadoran'laiiyers, loosely Joined together for
political unity and power; the clergy;"and the Partido Democrats (PD), a new
and unknown political group which appears to have the backing of the Vaca
Llerenistas.
3. Dr. LIMA, who has been a member of the Vaca Llerenista group for many years,
stated that his appointment-was the first step in removing Communists from
the Department.of Economics, where there are still many pro-Communists and
sympathizers.

the appointment of FERNANDEZ was secured
through the assistance o Reinaldo GALINDO Pohl, Minister of Culture.
3.
It is believed that the Vaca Llerenista, the Partido Democrata, and
the representatives of the coffee wealth of El Salvador have been brought
together by GALINDO Pohl in' an effort to gain political strength.for his
presidential campaign in 1956.
