September 1952
1. In September there were about 200000 Chinese Communist troops in Tibet,"'
about 500 of whom were in Lhasa. The Chinese Communists were doint a 'f
great deal, of work in agrioulture, building schools and a hospital, and
setting up machinery and factories.
In September 1952 the Chinese Communist troops in Lhasa were engaged in
the construction of a new fortified building designed to house ? a militiry
council or committee. The Dalai Liam was to be president of this'aouxoil
and the Panchen lama to be vice president. Tibetan officials of'various
ranks0 representatives of the three monasteries - Drepum,g, Ganden and Sera
and some representatives of the Tibetan people were also to work in the now
building .1

In February 1953 several Tibetan officials had come to India in connection
with procuring electrical machinery.
