The following questions and discussion topics have been developed
by the Joint Chiefs of Staff for use during their meeting with you on
30 November 1966:
a. In view of the evidence now available, what will be the
eventual size and area coverage of the Soviet ABM?
b. What do we now estimate are Soviet economic and
technological capabilities to deploy large numbers of ICBMs
concurrently with their ABM systems?
c. At what point in their development cycle could we expect
to discover Soviet MIRV and PENAID capabilities?
d. What do we believe the Soviet reaction to deployment of
NIKE -X would be?
e. Our appreciations of Soviet strategy are based in part upon
previous national estimates. In view of the latest evidence of
their growing strategic offensive and defensive forces, how do we
now view evolving Soviet strategy?
f. What are your views on the COMUSMACV study pertaining
to the VC/NVN use of Cambodia as a sanctuary?
g. What is the flash point for the CPR to intervene directly in
the Vietnam war?
In addition, the Joint Chiefs of Staff would welcome discussion of
any particularly sensitive situations around the world which you would
care to discuss.
