REFERENCE : Your memorandum TH1560-8 dated 31. July 58

1. The- proposal for sanitizing TALENT
material for use in targeting was discussed by with 25X1C
members of the ARC and UAB in June. The written description
of- system has since been reviewed by the UAB Working
Group. The Working Group believes that the written description
conforms to the system described in our discussion with 25X1C
provided that it is understood by all concerned that the proposal
relates to graphic materials and related textual materials asso-
ciated with targeting and does not refer to intelligence reports,
articles, etc.
2. In view of previous discussions by the UAB and the
findings of the UAB Working Grou I believe that we can consider
this as formal approval of the proposal.
