SUBJECT: Establishment of CIA Utilization Board
for Project AQUATONE
1. This memorandum contains recommendation for approval of
the Director of Central Intelligence in paragraph three below.
2. The attached memorandum will establish the Utilization
Advisory Board which will guide and monitor the use, within necessary
security, of AQUATONE raw materials for intelligence purposes.
