In accordance with your instructions of 27 September, I am continuing to review coverage of the important targets in Cuba, giving particular attention to targets that have remained uncovered for 14 days. 2. The present situation shows that Cabanas has not been covered in 14 days and that Guantanamo and Holguin have now remained uncovered for 13 days. The mission flown yesterday covered the western half of the island and could conceivably have picked up Cabanas. 3. DIA advises that today's mission was cancelled because of weather but that one is still planned for Sunday with priority being given to the eastern end of the island, to include Guantanamo and Holguin. This flight will not be undertaken unless weather predictions show the possibility of 50 percent cloud free and present forecasts are not optimistic. However, as an internal check of CIA has not uncovered any recent information suggesting ominous activities at any of the three targets, I see no reason to depart from this plan for Sunday. 4. I shall review the 14-day picture, the week-end coverage, the weather prediction and the intelligence needs on 4 November and report if any factor dictates the _..eed for extraor- dinary action.
