This memorandum recommends action by the Director as stated in paragraph 6, below. 2. The Assistant Secretary of Defense (International Security Affairs), in a letter 1-35202/64, dated 4 March 1964, requested the Agency to review the proposed U.S. position on SACEUR,'s revised alert measures as shown in Enclosure 1 to his letter. 3. Each NATO nation establishes a national position with respect to the implementation of the individual SACEUR alert measures which are a part of the NATO Formal Alert System. These national positions are expressed by the following categories: Categor I - authorizes major NATO commanders to implement a measure with or without declaration of the related alert; Cate. ry II - authorizes implementation of a measure once the related ales been declared; Category III - withholds national decision on implementing a measure until ter the related alert has been declared; or Cat ory IV - states that the measure does not apply. 4. The Secretary of Defense establishes the U. S. position on NATO alert measures, based upon consultations with CIA and 15 other elements of the Federal Government. Each of these elements is also asked to express its degree of interest in each measure, to insure that interested elements will be consulted in case a change to a given measure is proposed. Degree of interest is expressed in the following code: Code 1 - the measure requires action by the Agency and changes to the measure must be coordi- nated; Code - the measure requires no action by the Agency but changes to the measure must be coordinated; and Code 3 - there is a measure of interest but no action is required by the Agency and changes to the measure need not be coordinated with the Agency. SACEUR's revised alert measures have been reviewed within the Agency and there are no objections to the proposed U. S. position on these measures. A revised statement of the Agency's degree of interest in each measure has also been prepared based upon consultation with interested Agency components. 6. It is recommended that the Director sign the attached letter to the Assistant Secretary of Defense.
