This discussion seems thorough, in the sense that it touches all the bases; but it seems excessively general in some respects, par- ticularly in delineating hard choices and occasional incompatibilities between the objectives of pursuing human rights and other objectives, and also as between various modes of pursuing human rights. 2. More specifically: -- At some point in the paper (on page 16-17 or page 74 ff) it should be stated clearly that our principal friends and allies are broadly sympathetic to our human rights objec- tives but many of them share misgivings about the effects of the US policy on detente and on their own pursuit of objectives toward the USSR and Eastern Europe. This is especially true of the West Germans and the French. -- The proposition (page 74) that it would be advan- tageous for like-minded countries to carry the ball more often is undeniably true, but the PRM should note squarely the fact that our main like- minded allies simply don't believe that an aggressive human rights program will be productive, certainly as regards the USSR and Eastern Europe. They prefer to move much more quietly and cautiously. Hence they may sometimes give us helpful support, but they cannot be expected to get out front on this issue. I will report to you from time to time views that I hear around town. The other day I was told that there were messages in from Brazil indicating that although the government was firmly opposed to the President's stand, there were indications that the business community was quite sympathetic.
