Attached are two notes from the House Select Committee on Intelligence covering the matters we discussed over the phone this morning. 2. The first is the 20 November note from Rushford, which I understand you have already taken care of by a direct telephone call to him. As relayed to me, you told him that he could read the document but could not take any notes and it was mutually understood that the document itself could not go out of this office to the Committee or its staff without White House approval. When I spoke with Rushford after he had finished his initial stint of reading, he indicated that the Committee would want the document and would file a follow-up request for it. We will,. therefore, go over it to see if there are any hooker passages and let you know so that you can take whatever steps you deem necessary to secure White House approval, blanket or conditional. 3. The second is a 17 November note from Vance Hyndman tol on the FY 1975 KIQ Evaluations. Here, a little background: a. As you probably realize, each fall (starting in 1975) the NIOs prepare a "succinct, arbitrary and subjective" (the DCI's words) evaluation of the Community's performance with respect to each of the preceding fiscal year's Key Intelligence Questions. (Each NIO prepares the evaluations. for those KIQs which fall within his or her area and for which he or she arc responsible.)
