SUBJECT: Granting Access by Messrs. Pipes, Nitze, and Graham
to the SSCI A Team-B Team Report
Mr. Bowie's reaction upon reading Senator Inouye's letter
to Admiral Turner was that we might suggest to the committee that
the problem of allowing these three men access to this particular
classified document might be eased by an offer to grant them instead
access to the unclassified version which is the document, after all,
that will be in the public domain and the one that l,iill affect their
reputations.
