A communication has been recejve? from the Chairman, Joint Chiefs of Staff (copy attached) posing a series of questions on certain intelligence aspects of comprehensive and threshold test ban treaties. These questions are so important to the future conduct of intelligence that I believe a coordinated community response is called for. 2. 1 therefore request the Joint Atomic Energy Intel- ligence Committee to submit to by 24 November a coordinated response which I, in my capacity as Director of Central Intelligence, may use as a basis for my reply to the Chairman, JCS. This discussion is currently continuing at the United Nations General Assembly. Recognizing the importance of nonmilitary factors in determining the merits of a test ban, the Joint Chiefs of Staff would greatly appreciate your views on certain aspects of comprehensive and threshold test bans. Enclosed find a list of questions which you may use as a guide in developing your views. We would appreciate your comments in writing so we may study them in detail, after which we may wish to request an oppor- tunity to confer with you on specific points. We would appreciate your response by 1 December 1965 in order that we may reach a final position prior to the reconvening of the Eighteen Nation Disarmament Conference, probably in January.
