I wish to extend an invitation to you to participate
in another politico-military war game, this time
involving a revolt in East Germany. The game,
entitled EPSILON 1-64 (U), will serve as a vehicle
for examining United States plans and policies for such
a revolt and for considering the courses of action
available to this country in such a situation, acting
either independently or in consort with Allies.
I am also extending invitations to senior officials
of the White House Staff, Departments of State and
Defense, Joint Chiefs of Staff, SHAPE and the Military
Services.
I hope that you can join me as a member of the
Blue Senior Policy Team for this game. The team
will meet for approximately one hour, at 1700 hours,
on 3, 4 and 5 March, in Room 1D-957, the Pentagon.
If you are unable to attend, would you designate a
senior representative?
In addition, we would like a second senior official
from your organization to participate as a member of
the Red Senior Policy Team, as well as four other
individuals, knowledgeable in European affairs, to
participate as members of action level teams.
