1. The day was spent conducting Colonel Miller to the "6W
The trip was pleasant, and did not prompt any startling ob-
servations or comments from the Colonel. He asked many questions
pertinent to the handling of defectors, and appeared to subscribe
to the theory that, in the interest of thorough orientation, de-
briefing and cooperation of sensitive defectors, they should be
placed in CIA's hands from the very beginning, and cared for accord-
ingly all the way through, rather than be exposed to a host of inter-
ested consumers, many of them serving identical requirements on the
individual.
2. The did not seem to strike Colonel Miller as
excessively lavish, and he appreciated the need for such a safe house;
without arriving at any conclusions, he indicated that if the end in-
telligence products obtained from interrogations at this remote spot
were of sufficient value within the intelligence community, then such
a venture was certainly justified. But, as he put it, he was not in
a position to evaluate the worth of such; collection efforts, and it
would be up to the consumers to answer this question.
3. The subject of defectors is somewhat distasteful to Miller,
who feels very strongly that "Once a co munist, always a communist"
and that the majority of defectors are motivated purely by a desire
for personal betterment. Hence he does not feel that the kid glove
treatment is advisable for the "S.O.B.'s".
