SUBJECT Intelligence Organizational Inventory
1. An inventory of intelligence organizations appears to be the
next logical step in the information system development game plan. The
purpose of this paper is, therefore, to present a concept for such an inven-
tory and our assumptions concerning the data elements necessary for it.
2. This concept is based on the assumption that there is a present
and continuing need for an intelligence organizational inventory to identify
the players on the intelligence field, their relationships to each other,
and their relationships to the various intelligence operations, programs,
projects and activities in which they participate. In concept, the
inventory should include the kinds of data now collected for CCPC Overseas
Facility Inventory and for the CIRIS reporting Entity Identification,
replacing both. It should be developed along organizational lines, and in
a way that will clearly show the command, functional and operational rela-
tionships that are not now visible. We believe that an understanding of
these relationships is basic to the cross-program/cross-function analysis
that is necessary for decisions concerning the allocation of limited
intelligence resources. An inventory of intelligence organizations also
appears fundamental to the development of other data systems, particularly
to the construction of a catalogue of unit and system capabilities. We also
believe that the data from an intelligence organizational inventory, displayed
in book format, would fill a long-standing requirement for a community
"fact book" on intelligence assets.

3. Some assumptions for data elements which might be included in the
inventory are at enclosure 1. They were developed in coordination with
representing CCPC interests. An illustration of the specific
data that might be provided, using partially complete data on the 66th MI
Group as an example, is at enclosure 2.
11. Your comments would be appreciated, both on the need for the
inventory described and on the assumed data elements for it.

ASSUMPTIONS CONCERNING DATA ELEMENTS FOR AN INTELLIGENCE ORGANIZATIONAL
1. "As of" date. Date of the latest update of the data elements
displayed.
2. Identification.
a. Organizational name.
b. CIRIS identification numbers. To identify the organization's
subdivisions for resource reporting and to provide entry into the
resource data, base.
c. PE number. The DoD program element number or its CIA/State
equivalent.
d. Status. Operational or in R&D.
e. Party. US, 2d or 3d party numerical indicator.
3. Location.
a. U&S command. The U&S command area in which the organization's
headquarters is located.
b. Specific location. The country, city, and, if applicable,
military installation where the organization's headquarters is located.
4. Organizational and operational relationships.
a. Assigned command. The agency, directorate or major organiza-
tion to which resources are provided for the operation of the organiza-
tion.
b. Operating command, The specific agency, directorate or command
that is responsible for the organization's operations.
c. Tasking authority. The offices or headquarters to whose
tasking the organization responds.

d. PM contact. The office of the program manager's organiza-
tion,that may be contacted for detailed information (program/budget
orientation).
e. Service/agency contact. The office of the headquarters of
the Service or agency to which the organization belongs that may be
contacted for detailed information (operation orientation).
f. Customers. The organizations and activities which:
(1) Receive the "take" from intelligence collection
organizations.
(2) Receive the data or processed materials from intell-
igence processing organizations.
(3) Receive the products of intelligence production
organizations.
(4) Receive support from all other intelligence organiza-
tions.
. Mission, functions and operations.
a. Flagword. Terminology from the CIRIS vocabulary that will
allow sorting by mission and function (i.e.: PI ELINT COLLECTION,
CI&IA COUNTERINTELLIGENCE, MC&G;PRODUCTION,,MMS ADMINISTRATION).
b. Mission and functions statement. A narrative statement of
the organization's intelligence mission and functions.
c. Non-intelligence functions. A narrative statement of the
principal non-intelligence functions performed by the organization,

d. Principal targets.
(1) The CIRIS terminology describing the geographic and
subject targets of organizations engaged in positive intelligence
collection, processing or production.
(2) A narrative description of the specific subject matter
on, which the:efforts._of P1.collection; processing and production
organizations ,are,, focused.
(3) A narrative description of the subject matter on which
the efforts of CI&IA, MC&G and support organizations are focused.
e. Limiting factors. A narrative statement of the factors which
limit the organization's ability to accomplish its mission, such as
equipment shortages, lack of trained personnel, host country constraints,
and lack of required support.
6. Special terms.
a. Current codewords associated with the organization.
b. Nicknames associated with the organization and their
definitions.
c. Cancelled special terms associated with the organization
within the past two years.
7. Equipment, personnel and facilities.
a. Specific sensor-platform combinations and techniques for
collection organizations.
b. Unique or high-cost (over $ ) equipment other than
sensor/platforms for all organizations.

c. Conspicuous equipment. Equipment that is conspicuous in
its installed location, would be conspicuous if moved from its
installed location, or would be otherwise particularly difficult to
relocate.
d. Facility description. A narrative description of the
facilities in which the organization and its principal subordinate
units are located, to include building type and space, acreage, and
significant security measures.
e. Actual personnel strength. The organization's actually
assigned US military and civilian and foreign military and civilian
strength on the "as of" date.
f. Capital investment. The cumulative capital investment for
both the organization's headquarters and for the total organization
on the "as of" date, and the cumulative capital investment projected
for the budget and first program years.
g. Support factors. A narrative statement of the support received
from and provided to other organizations and activities.
8. Host country relationships.
a. Agreements. Host country-US agreements and ammendments
thereto, excluding Status of Forces agreements applicable to all
US forces stationed in the host country.
b. Knowledgeability. A numeric indicative of the host country's
knowledge of the organization's intelligence mission, functions, plans:
and operations.

c. Cooperation. A narrative statement of information exchange
and technical cooperation agreements between the organization and
host country intelligence services.
9. Future status. Anticipated events that would significantly
affect the data reported for the organization's headquarters or subordinate
units, such as inactivation, relocation, change in systems or added functions.
10. Subordinate units.
a. Organizational name.
b, CIRIS identification numbers or identifier-assigned to non-
CIRIS entities.
c. PE number.
d. U&S command.
e. Specific location.
f. Actual personnel strength.
g. Capital investment.
h. Organizational inventory number. To be entered if the unit
has its own file in the intelligence organizational inventory.
i. Flagword.
j. Mission statement.
